The first thing to do is to identify who you want to work for, then get them to know you exist. Email gets no where any more so use mail to send photo promos with your name prominently displayed and your web site's address to get them to look at more. Follow up with phone calls for a portfolio showing and be persistent.
Use intelligent phone techniques.."Hi my name is Joanna Calazans and I've recently struck out on my own to do photographs of XXX for YYY. I'd like to make a appointment to come in and show you my work because..." and why they should care. If you've done your homework, you should already know something about what they need and use.
When building your list, use the Yellow Pages if necessary or look to the local Ad Club. Don't be afraid to call and ask the receptionist who you should be directing your efforts to. "Who hires photographers for ...?" "And are there others I should contact?". Same after a live interview. "Is there anyone else in the agency that I should see?"
Follow up with a thank you letter and keep sending pieces to keep them remembering your name.
On your web site, instead of categories 1,2 3, how about some labels, as you've used on Personal Work, to help busy photo buyers find what matters to them. Don't expect them to take the time to click through everything to see what's there. They won't.
